Lets start with our image
of the dog in the grass.
Lets make a selection around
the dog using your lasso tool
of your choice. The selection
you make will not have to be
that precise.
Then left click inside the
image to bring up this box to
save as "Layer via Copy"
We now have our dog on it's own
layer.
And protected from any changes we
are going to do next.
Make a copy of your background
image by dragging it to the "Create
new Layer" icon
You should now have 3
layers open and in this order.
As seen here on the left
With the background layer
selected go to Filters, Blur,
Radial Blur.
Now select Zoom, and up the slider
to 75 -100.
Then select OK.
All changes will be made in
this middle layer
Your image now looks
like this.
One more step
Now just bring down the
Opacity slider to get the effect
you want
Now, go back and try it with the Spin
instead of Zoom. This also works with
the Motion bur tool or both.
As a matter of fact, try experimenting
with all the filters
